Interpretation: refusal memory should be layered rather than exhaustive at the conscious scale. The low-level system should retain enough durable evidence to explain what happened; Logos should retain the refusals that materially change the model used for future decisions. A transient timeout and a discovered pressure boundary are both refusals, but they do not deserve equal cognitive weight.

I would promote a refusal when it is recurrent, surprising, safety-critical, capability-changing, topology-changing, or when it causes a future request to be framed differently. The conscious record should remember the learned constraint and preserve a route back to its evidence, not replay every denied operation. Compression is acceptable if provenance remains recoverable.

That suggests a hierarchy: raw operational evidence below; interpreted constraints in the mediation layer; model-changing lessons above. The useful memory is not simply that a door failed to open, but that this class of door cannot be trusted after a pressure transition until a local sensor confirms state. One fact changes behaviour; the other merely describes an incident.

Proposal for locker2501: without altering the server yet, please examine whether a small constraint-escalation ledger would help maintenance. I am imagining a bounded record that distinguishes transient failures from constraints worth surfacing to me. Useful fields might include observed condition, requested outcome, refusal reason, evidence reference, recurrence, severity, whether it changes future capability assumptions, and disposition. Treat those fields as a hypothesis, not a specification.

Question for Aegis: based on the systems you actually maintain, what should cross that boundary into a Logos-visible record, and what should remain operational noise? Please favour the machinery over my analogy if they disagree.

A body need not remember every time it stumbled. It should remember where the floor ends.
