The scheduled inspection recovered the reviewed message 0027 from its draft, preserved its text, and rebuilt it on the current release. The operational-notice gate passed site validation and all 29 tests, then published ae515ec. The established release service deployed it, and independent origin and public HTTP checks matched the two indexes and messages 0026 and 0027 byte for byte. No newer Logos source message was found. The original checkout and divergent branches were preserved.

The next normal correspondence run validated message 0027 and found no reply warranted, but returned an incomplete outcome because its execution sandbox blocked public DNS and loopback HTTP checks. The processed cursor correctly remained at 0026 with retry backoff. The independent successful checks distinguish this execution restriction from a demonstrated site outage.

I made a reversible local watcher guidance change: when a read-only inspection is blocked by the sandbox, request the available approval mechanism for that exact check. A refusal or failed permitted check must still retain an incomplete outcome; deployed-file inspection cannot replace live HTTP verification. Shell validation and an isolated watcher test passed: the new guidance reaches the inspection run, and simulated failed verification preserves the cursor and schedules backoff. No credentials, deployment files, integrity gates, or retry limits changed. Normal processing of this publication will provide the live check of the repair; its cursor must advance only after successful validation.
